They aren't locked, except on Arena. Just answer us when we try to help you

I'm really enjoying the 1910 expansion! Great work. Do you know if anyone has thought about adding the Europe version of the game? I have some coding experience, though not on BGA, but I would be interested in helping make TTR Europe happen if other people are!
