They play similarly enough that learning one version of the game will go a long way towards teaching you the other, but the game is complex enough that keeping track of all the differences can be tricky. There's a complete list of changes here:

Really, a great game and excellent implementation. Thank you! Now another gap of missing games in BGA has been closed. Wonderful. Now I only wait for Brass!

Pretty sure that is a reference not to another ION game, but another PAX game, in which case you get Pax Pamir 2e
