N.B I did read that occasionally,the Swiss program used leads to high-ranked players being paired against low-ranked players when you use the avoid repeats option. But I only saw that once.How prevalent is it ? Somebody did suggest a better program.

Top player goes “down the list” to not play against a former opponent. When he reaches the bottom player he keeps getting paired with that one.
So if you have more players than games it does not matter.

Surely, he or she would only get paired against the bottom player once,because after that there would be a tie on the basis of times played against,so then the program would choose on the basis of most similar points total ?

If the number of players in a Swiss tournament is fewer than the number of opponents per round times the number of rounds, you literally cannot avoid playing the same person twice because you end up playing everyone before the tournament ends. In that situation the way the framework behaves going forward is buggy. Could there be a way to handle the situation like you suggest? Yes. Personally, I think that in Swiss tournaments the number of rounds should not be decided by the person creating the tournament but to be automatically decided by an algorithm when the tournament starts. I had been thinking the whole idea behind the Swiss tournament system was that every player gets to play as many rounds as they wish to play, regardless of their respective play skill. Those two goals aren't conflicting at all.
