In an emergency, if you have time, beg for a collective abandonment of game with no penalty to anyone, or ask to convert to turn-based with a long clock.

I don't think anyone gets into queue only to quit before a game starts.
I am only advocating for larger karma losses when people quit games with 3+ players after playing a part of the game normally.
If you have an emergency, than 20 karma points on a website, that you can easily regain, should pale in comparison to that emergency. If you start a real time game in a situation where an emergency is likely (like babysitting a group of playing toddlers), than that's on you.
In general, you can't tell (except in the case where BGA itself is having the issue, in which case, penalties are supposed to be reversed). If you could actually know the reasons why 100 people quit their games, how many do you think will have had genuine issues beyond their control? And how many do you think are quitting because they haven't valued the time of their opponents - something happened that took their attention away, they wandered off and forgot to play, they just got bored? If you believe the number of people in the former category is smaller than the latter, then punishing everyone makes sense (especially when the first couple of punishments don't prevent you from using any functionality on the website, and are easily recouped if you're a genuine player). If you believe it to be the reverse, well, fair enough, we probably need to agree to disagree. If you know you have * internet connection, than it is on you to only play with settings that work with your internet connection. Here is an interesting comparaison, and which could be changed:
- you have a player who plays from the us or europe, and which got some minor problems on their connection
- you have a player from south america, which got a worst internet connection than the previous player
The player from south america do slightly more effort than the player from europe, but because of its localisation, it's harder for them to resolve the problem.
Should you punish both players equally? Should one player be punished more than the other? If yes, which one?
This can be easily changed to take into account the continent.
