It's a flaw. There is no "concede" until the game reaches 50% progress.
In an emergency, if you have time, beg for a collective abandonment of game with no penalty to anyone, or ask to convert to turn-based with a long clock.

You should lose karma in an emergency.
While you got >70% karma/while you didn't leave more than 2 games, you have no drawback, you still got full access to any game.
If your emergency is rare (which should be the case), you will be fine.

I'm not sure if you understood my suggestions, but one of them is to make the penalty even smaller when people miss games (0% or 1% through the game = 0 or 1 karma loss instead of 10 or 20.)
I am only advocating for larger karma losses when people
quit games with 3+ players after playing a part of the game normally.
Oh Ok. I do like the idea of lowering the penalty for players who never got to start a game.
As for the larger karma loss for quitters. I still don't agree with this suggestion unless there's a way to specifically penalize players quitting games and not players who lost internet connection or had other issues going on beyond a player's control.

If you have an emergency, than 20 karma points on a website, that you can easily regain, should pale in comparison to that emergency. If you start a real time game in a situation where an emergency is likely (like babysitting a group of playing toddlers), than that's on you.

In general, you can't tell (except in the case where BGA itself is having the issue, in which case, penalties are supposed to be reversed). If you could actually know the reasons why 100 people quit their games, how many do you think will have had genuine issues beyond their control? And how many do you think are quitting because they haven't valued the time of their opponents - something happened that took their attention away, they wandered off and forgot to play, they just got bored? If you believe the number of people in the former category is smaller than the latter, then punishing everyone makes sense (especially when the first couple of punishments don't prevent you from using any functionality on the website, and are easily recouped if you're a genuine player). If you believe it to be the reverse, well, fair enough, we probably need to agree to disagree. But I suspect many players would assume the former group are likely to be more prevalent than the latter.

Also, there are different concepts of what an "emergency" is. Is answering the phone or the door an emergency? Is helping your daughter with her homework an emergency? Is taking your dinner out of the oven an emergency? Is running for your commute an emergency? Is running out of battery an emergency?

An even bigger flaw is that you cannot concede in games with more than two players.
Someone did post a suggestion to fix that, but I don't know how many people have even seen it:

Until bga fixes their policy on cheaters any talks about increasing penalties for people who miss game start (sometimes not even a fault of their own) is laughable.
As is, depending on who much one values aes you could argue the punishment for missing game start in arena is harsher than someone who cheats for an entire season

This post is a though experiment, but I really like it.
Here is an interesting comparaison, and which could be changed:
- you have a player who plays from the us or europe, and which got some minor problems on their connection
- you have a player from south america, which got a worst internet connection than the previous player
The player from south america do slightly more effort than the player from europe, but because of its localisation, it's harder for them to resolve the problem.
Should you punish both players equally? Should one player be punished more than the other?
If yes, which one?
This can be easily changed to take into account the continent.

If you know you have * internet connection, than it is on you to only play with settings that work with your internet connection. That might be slow real time, or friendly mode, or only turn-based, depending on how bad the situation is.
