How many approved votes are needed normally?

Normally 10, but who knows how this will go since it's a high profile game.

The number of approvals is practically meaningless in high-profile games, as getting 10 approvals is a piece of cake (players will eventually organize real-time sessions and then send approvals).
However, the publisher's greenlight is still needed and that is the real challenge.

:!: Applications for the public alpha testing phase are not open. The developer will comprehensively communicate how and when testers will be requested.

I believe that the translations are entrusted to accredited users who can translate the entire game using the appropriate section of BGA

I think they just mean, it is normal for public alphas to allow players who are NOT reviewers, if they know the game well and can help find bugs.

TI4 is not yet at this point, that's all.

Are you on track for alpha testing by end of this month? I took your advice and fulfilled the criteria to be an alpha tester. Really looking forward to TI on this platform. Thanks for all your hard work in making it happen.

I am on track for mid April, but that's assuming it is immediately approved. If the publisher or BGA require changes, it could take longer.
