Well of course. If you play a game without random elements you can't blame the program/ randomness for your losing. If there's dice you can blame the RNG for favoring your opponent and be secure in your knowledge that you are the best person ever at this game despite losing. It's a feature.

To answer the original question: There are over 9 million players on BGA. One of them will have the worst luck, and that luck is really bad, worse than 1 in a million bad luck.
