I think in a trading or nogotiation game talking about how it goes should mostly be fine. Also if you're playing a totally different game with a group you know it can be OK. So, if someone is new you may all agree to help them out so the game is still close and enjoyable for everybody.
We can exclude the games where the rules state you're really not supposed to talk.
If you give tips in a game where it's not explicitly part of the game it becomes muddier. Interfering can at least be frowned upon. I think we all know the pro poker players who casually announce another player is on pocket aces (and they're often right!) which causes a disturbance at the table.While this is clearly not appreciated I never heard they were banned for it. So, I would hesitate to do this out of the blue, at least.
