I think what he's saying is he's used up his red thumb alotment so by the time he gets a new one from giving out green thumbs he can't go back and give it to the person because the window of opportunity has passed because you only have 12 hours to rate someone you've played.

When someone bails out of a game and it's their first game, nobody can give them red.
-okay, fair enough, you can't do much about it

But when someone bails the same game after that you still can't give him red? I think the games where they left should be taken into account for beginner's protection
