What counts as 'significant evidence' for cheating?

I explained it in more detail in the other thread. Even after the first choice one has to continue correctly. Because after "XXX uses multiple accounts to gain ELO one can still choose if one wants to report ELO cheating or kingmaking.

The next choice is "The accounts play against each other to cheat the ranking system". Then you get the questionaire Silene is mentioning.
