A loud minority who takes issue with this calls it a flaw.
The game is top 10 on BGG and has been since it came out. It has sold millions of copies. But, yeah, it's "Flawed" because of an interesting game mechanic that allows (and requires) players to take one or two actions as the situation necessitated to best maximize the benefits of doing one or the other.
There is no point in continuing this discussion.
No rule will EVER be implemented that forces two actions. NEVER.
