You're right: you cannot expel someone who is overtime, you can only skip his turn.
But, as far as I know, and unless it has changed recently, skipping someone's turn gives him a leave penalty and degrades his karma.

I have played a game of Hearts with you fuonlynu do you want me to explain why I red thumbed you?
During rounds while a player was trying to shoot the moon you brought it up in the chat along the lines of "why are you guys letting him do this he is trying for a moon" and then called me and the other player idiots for letting it happen.
That is breaking the unwritten rule about hearts you dont talk about tricks while the round is still in progress. Its fine to say after the round that was close you almost got a moon there or well done on the moon etc but during the round just completly ruins the game.

Warning other players about an attempt to shoot the moon is team play, and a breach of Hearts etiquette.

He's been told this before. He's just being a troll and not listening.
I understand the frustration - I'm in a current game where it became suspicious after one particular move, and obvious after a second move, that someone was shooting the moon (even if accidentally), but it got ignored and I finally had to take the hit trying to prevent it. But, others not "getting it" doesn't make them idiots, and no, you're not supposed to discuss it. (I never said anything afterwards either.)
