It's a pretty habitual convention for casual play to use the "friendly robber" - i.e. to avoid robbing other players whenever possible. Perhaps at some point it will be implemented as an official variant but in the meantime most matches I have played on BGA, players preferred "friendly robber". If you're not sure you can ask in chat if the other players are sticking to that!

That would be broken. Could be used as a way to see if they have a specific resource or not. (Especially when it couldn't be tracked for example there is almost no wheat in the game. Red gets one from a roll but couldn't use it, then blue rolls 7 and steal from red. He may or may not have the only wheat in the game. Now you can trade for wheat, whoever instantly rejects the trade doesn't have the wheat.
