I just ended a second game where another player expelled me in the very last couple seconds of the entire game, and coincidentally, they were losing and I was winning. And then I looked at the total times and they were either overall slower in the game or about the same as me. It's infuriating. I think either ALL players should agree to expel the lagging player, or maybe there's a better solution. Also, I have been a member for about 10 years now and I play a ton, but interestingly, I've noticed both times that the player doing this was pretty new. It seems like an etiquette violation.
I agree this happened to me as well. Fine, boot me, but it shouldn't be an automatic win for them. It should be even Steven. This would fend off losers booting winners for timing out. Especially when they take their sweet time too.

Sure, they'd just time out, let you expel them and get a tie instead of a loss ;) And no, there's no way to know who is "going to winning" so you can have different effects depending on who expels who.

The thing is, you can easily avoid timing out yourself, but you can't control what others do. So just make your moves in time and problem solved.

There is no reason a stalling player should be allowed to waste other player's time. If kicking resulted in a draw anyone could just sit and waste time and never lose.

Don't time out in your games. If you're playing too slow for the table choose slower tables. If your internet is frequently an issue play turn-based. If the problem is with the timing system, such as not providing increment in the right places make a suggestion to BGA to adjust the increment to something other than per-turn for games where lots of individual actions are made per turn.
