You get notified when you get quoted, otherwise you can subscribe to threads you're interested in (if you want to know about every post). It's more of an opt-in to notifications, unless you're addressed directly (as per quote).
That's the key - on BGG, you are automatically subscribed to a thread in which you post.

No. Notifications are not displayed outside the forums, whether they be for replies to a topic you're subscribed to or a post quoting you. And even though it seems like it should, authoring a new topic does not subscribe you to all replies to that topic. I should clarify that by "outside the forums," I mean on the main BGA site.
