why BGA still not release Brass.that is the top 1 board game on BGG ranking.i do not know if copyright owner does not offer copyright or some other reasons.

It is available on steam as a game you have to purchase, guessing that might be why.

It's supposedly in the works but I haven't heard much about it recently.

Brass is indeed already being worked on. Lancashire now, afterwards Birmingham. It's rather common for those big, very popular titles to not have a public alpha, surely not early on, but being worked on behind the scenes.
