Are you able to place a tile in an irrigated area and place an improvement chip on it
before the bamboo grows? The rulebook clearly allows this, but does it work here?
(I hope I am not being impolite by asking this...)

Yes, that rule works on BGA.

Select the improvement you want on that tile.
Place the tile.
