Where is the "warf" hot key in Puerto Rico?

I have a warf in Puerto Rico , but nothing I touch around the ships "acts" like a warf or tells me so? What do I touch?

If you wanna use your extra ship, you should press in the Warf tile (in your city) before select the goods...

Thanks Oso. That's not in any online rules, and not exactly intuitive!
