Unranked games still gain/lose ELO points?

Why is it that whenI look at my game history the unranked matches are still changing my ELO ranking. If the ELO is set to off in the match shouldn't my ELO rating remain unchanged?

It looks as "change" in games history but it doesn't change really.
When you play with ELO off, you don't loss and gain ELO.

However, I still believe there is an ELO penalty if someone runs out of time/leaves the table.

Sometimes ranked games seem unranked, especially when vss. AI.
