I noticed under the new rating system someone who was routinely slow has got a 96% rating. We need to
have the ability to exclude them and have them know if they are too slow they can be excluded from future games.

slow players cannot have 96 Karma points because :
_ they are being expelled regularly and get a "leave" penalty each time.
_ they to not gain much Karma point (no +1 at the end of the game).
_ they collect a lot of red thumb, which finally affects their Karma.

Take a look at Didou13 96% with many quits and late plays.

The problem here is there is nothing to weed out the ones who are routinely slow. This is very bad.
You could give -10 if they exceed time allowed. A -1 would mean they could be late half the time, where -10 is more towards 9%. The way you are calculating this is that they are only looking bad for quitting. I say go back to the old way where we could tell what the problem is for their penalties
