ELO boosting

Hello, I have seen a player doing a trick.
He is playing turned based Can't Stop games and never "Stop" when it is the winning move.
He has now a big collection of unfinished winning games.
It is obvious that he is waiting to get a lot in order to boost its ELO ranking finishing all of them at once.
I wouldn't mind it this was not affecting other players. But as he is not "winning" any games at the moment (he will finish them afterwards), his ELO points are lower and lower. When he will finish the games, the losers will lose a lot of points without this making any sense..
As this is not cheating properly, I don't know if it is possible to do something about it. But this is annoying and not really FairPlay..
