It depends. You can try to contact the player who do not play and see what it happening. You can also expel him, but you'll get only 88% of the ELO points as 88% of the game has been played so far.

No, the penalty goes to the person who ran out of time and got expelled.

Well, as I far as I can see, it won't damage much his karma since it is already 0.

But more generally, I think people should be lenient when a player times out in a game that started more than three months earlier. Probably he didn't expect the game would be that long. Maybe he has less time now than he had when the game started.
A good way to finish this game without giving him a penalty would be to propose to abandon the game collectively (players who are out of time are assumed to agree). Of course, nobody would earn nor lose elo points in that case.

Personally, I would sit on it for a bit. It's only 4 days over which isn't the hugest deal in the world. I can't tell you how long to wait, but I agree to be a little patient.

I would also advise against "expelling" him. (You can't "expel" him. You have to skip his turn. Once that is done, you can quit without a penalty.) The reason is skipping someone's turn means everyone else wins, at a tie. You'll get 88% of your ELO, but it's ELO based on tying with the other 2 remaining players, and you're the high ELO, with someone at 100. If you don't care about that, then no worries.

Once your patience has run out, I'd suggest doing a group abandon, but unfortunately everyone else has to approve, and at this point in the game they might not want to. That person at 100 could benefit from that tied win.

Your person has lots of other games, last one finished about a week ago. When several games are abandoned in a row, someone can end up pretty low real fast. Hard to tell if he decided to leave the site suddenly, or if something maybe came up.
