From the Celestia announcement thread:
Well. On this game you can interrupt the game when this is not your turn in many ways, for example with a jetpack, with a hook, or with some card to help the captain.
If we give active turn based turns of all players each time there is a possible interaction, this becomes a turn based nightmare, where 66% of the time you must go on BGA to say that you cannot do the possible action.
And of course we cannot skip for you the action you cannot do, otherwise your opponents know you dont have the card.
In addition, the heart of the game are the exchange between captain and the crew about what to do. This is very difficult to have exchanges in turn based.
