What is the tie-breaker for a tie in a single elimination tournament ?

I was thinking I would have a rematch, but I'm eliminated...

I think it is elo-ponderated random value. The higher elo has less chance to win over the lower elo.
I found this unfair. The lowest ELO should win this tie.

Please BGA, can you give a clear answer : what is the tie-breaker to decide who advance in an elimination tournament ?

I also need an official BGA response for this. More concretely in Carcassonne elimination tournaments.

I want to explain the players the tie breaker internal rule... but I can't.

For games that can tie, I believe the player with the greatest thinking time left is the winner (and advances). This rewards faster play.
