how do i choose my starting tiles?

hi. at the start of the game, i want to choose one side of my 'develop' tile, and the other tile, i want the other side of the 'settle' tile, but when i press the 'flip tiles' button, both of them flip over, even after clicking on one. how can i pick one tile, flip them, and then pick the other one?

During setup players must place 1 development and 1 world.
So you have to flip both of them to place 1 dev and 1 world anyway.

ohh, i see. in the physical game, the tiles are double sided then? with a settlement on one side and a development on the other?
