I'm not sure if this is a bug but... is Technology Unions in the bag? One-cost development that gives you cash if you have the most developments. Backside is an alien world of some sort. Here's a picture. I've played a fair number of games and don't recall having seen this guy.

If I remember correctly there is an expansion which includes this tile, but it's not part of the base game.

If you also look at the 1-cost Dev count in the rules you see that they number 9.
