can we add the fan expansion to the game?

It would be fun. Hopefully fan expansion does not require additional permit from the publisherof this game
No. BGA never does unofficial content, and they would need permission to do it. The game as presented here serves as a sort of 'trail version' of the game. At least, that's how they seem to sell it to the publishers often, so it needs to remain faithful.
That's why we never see fan expansions, and we never see house-rules unless they are posted by the publisher as official options.
