An opponent in my current game has 3 warriors plus the tactics card Fighting Band.

By my calculation, his strength should be 4, but it shows instead as 3.

Is there anything that could possibly reduce his strength by 1? He doesn't have unhappiness.

It's a specific case. Your opponent has the Genghis Khan leader, which disables Tactics cards in favor of its own ability.
