Board Game Arena

I have assessed penalties when I have left a game supposedly in session which doesn't seem actually start. The other players however many there may be are just waiting around with nothing happening. In one case I tried to to contact the other players and BGA advised me I was NOW all alone. So I left also and was given a quitter penalty! What should I do if a game just doesn't start. Wait and wait. How do I avoid a penalty. I NEVER have quit when a game is ACTUALLY underway. Please advise. David
