Drafting characters implementation?

The rules seems to indicate three different ways to pick characters, and none of those are how this implementation picks characters?
Like: the rules say draft gives each player the choice from two guys at a time until each player has a full team, but 'draft' option here lets each player pick from anyone in the whole roster? Why the change?
