The following often occurs:

when it signals that there are 4 cards left in the stack, but then when that round ends, it ends the game! There should be another round!

This is unfair and influences the game!

Is it perhaps that one of the building stacks was empty?

Or did one of the last civ cards grant you an additional civ card?

The game log should show what has happened:
"One building stack is empty. End of the game"
