I read and I thought that in case of draw, the one with more camels wins, but apparently the one with more tokens is the winner.
I think the first one is more fair.

Directly from the rules:

In the case of a tie, the player with the most bonus tokens takes
the seal. If the players are still tied, the one with the most goods
tokens takes the seal.
