Remove the restriction on 'ELO rank' table restrictions

Players are currently free to pick and choose who they want to play with, but are also forced to allow players of their rank to join their table.
This pointlessly generates frustrations for the kicked players and table admins, who only wish to play differently ranked opponents. Pointless player reports are also generated as a consequence.
A proper matchmaking system for ranked games would also solve this.
