Can't consume, but won't let me pass. Help!

Not sure if this is a bug or what. I'm in the consume phase, and every card I click says either that that card has no consume power, or that card has been exhausted. There is a button to pass, but then it says that I still have consume powers to use. Am I missing something? Help! This is my first game, so it may be obvious, but I'm not sure what to do at this point.

Romshaud, you have a resource on your "Earth's lost colony" (blue card like thing at the lower right of the planet card)
Click that, and then click a card with a Consume (IV) power. I recommend you use the Consume power of your "Outlaw World" for 1 VP and 1 card draw.
