I dont know if I cant create my own game here, or only can create games that actually exist and the staff choose.

The restriction on which games can be developed here depends on the distributor granting the rights to do so. Therefore, if you have developed a game (and haven't given the rights to someone else) you can develop an on-line implementation here.

Quick follow on question.
I am using stock photos for art and have the basic license. I plan to buy the extended license for games if the game is actuually markteable. Can i use such images during the development phase without worry?
