The order of "%s" should be followed?

Some strings have 2+ of %s, e.g.
"Forbid %s to chat or publish (+ limit Karma to 60) for %s day(s)"
Does system manage to read each of them separately or simply follow the original order of English while output? If the answer is the latter, I suggest to make the parameters different to tell them apart, because in other language, the order may be different.
