When does the monster get to play phase 3 and 4 cards?

I am playing a turn-based game and these steps seems to be played without any interaction.
It's Phase 1 then Phase 2 and then back to Phase 1 again.

You can only play one card per turn, so if you already played one, if all others players have no card left, and if other player can't apply his effect, it's normal to skip phase 3 and 4.
