I have red thumbed and complained about 1 particular player so why is it he is able too join tournament games I create?

Actually, how do you imagine tournament to happen if players cross thumbed like in soap ooeras?

that is unfortunate...name calling in tournaments is awful...but he keeps playing w/ no reprimand

However I understand your reasoning - do not let redthumbeds to join the tournament YOU create.
