Separate elo for different no. of players

Can there be a separate elo rating for games with different no. of players.
I guess Arena mode is the "solution" to this.
Having distinct ELO for games which are completely different depending on the number of players would still fully make sense, of course, but note there is the same issue with every combination of variants... and I assume distinguishing them would be "too much complications".
