The game rules say you can redistribute your expedition at any time during your turn. How do you do this on BGA?

You can't. But you get to see exactly how many you have of each resource in the top right player panel,which accomplishes the same thing - determining how many resources you have left.

But if they are on the wrong boat they could delay you a day or more.

it doesn't matter - the system(game) will make the best decision for you based on the number of resources you have. It's more of just a display issue.
If you really like you can hit F5 (browser refresh) and it might display it correctly, otherwise just wait for the camp action and then it does display correctly.

I should say to the OP.

That when you have excess resources (more resources than your boats can carry), then you CAN redistribute your resources.

Click on the resources on the boat to move them off.(make space)
Then click on the resources off the boats to move them on.
