policy on unpublished games

Hello,
I made a game and i would like to publish it on BGA. I can develop the game myself but I want to know if there are any restrictions on what can be published on BGA (beside the author's permission of course).
I ask this because I don't have good images for my cards yet, and I may need to make changes on some rules to have a better balance or to make the game better in general. Could I do those things will the game is on BGA?
