Cancelling game start and administrator change

When i joined the real time game table, but the administrator of table didn't start the game, i left the game. Suddenly i am the administrator of that table. Is that programmed intentionally or some kind of bug? I would like that there would be an option to leave the game, not becoming an administrator.
