Red thumbs down

Hello,
Question. I gave someone red thumbs down and wanted to personally ignore a person who offended me. That person on the other hand added me as a friend...don't know why.
What happens now? Can that person see everything I see of my friends? Or can't he see me because of the red thumbs down?
