[Puerto Rico]Hiding other's action on mayor phase

This thing bugs me everytime what other would do depends on what I (or any other player) would do... And this valids vice versa...
Let's say this, I have only enough colonist, so that on craftsman phase, I'd have either sugar or indigo, but not both. The other player has the same possibility as me. He would cancel me having something for trading by putting colonist on the same plant as I am, while on the other hand, I want to have plant which is different from him, so could have something for trading also.
Because of that, we're waiting each other until one of us finished putting our colonists and let the other decided. I have two suggestions for this:
1. Mayor phase is done in order, in this case player picking mayor do his turn first, continued by the next player and so on.
2. Anything happened during mayor phase is hidden.
Well, you can choose either 1) or 2), but I think 1) is more feasible.
