Board Game Arena

I have experienced myself that insults are not tolerated in bga, for calling "idiot" a player who accused me of something I didn't do and he mistakenly thought I had done, I have had a massive penalty of karma (50 pts or something) and I was muted for some days. It's ok I accept and understand this penalty. Yesterday during a game I have been called "a dick" and "stupid" in the very first turn of the game, for free, without any interaction with that player. I have bitten my tongue and reported the player. Today I find he has been penalized with only 10 points of karma and nothing else, which is less than what you can get for leaving a game or disconnecting.
Has changed something in the policy about insults? Its a worse beahviour to leave a table in which you are being insulted than insulting another player?
I would like to have some clarification about how penalties are given. Thank you
