Colonization

We had a problem with that (in title) card last time.
In auction my friend offered 4 military power, but he had just 2 in real... He had 2 soldiers from antique. He hadnt more bonus, also he hadnt that card with shield (which give 1 point more in colonization). On the right side of the table it was written, that he has just 2 military points.
So why could he offered up to 4 points?
Also when it was my time to bid, i could give even 9 points! And again, in real after all bonuses and soldiers i had just 5 points.
He coudnt undone that bad movement. What schould we do in that situation next time (except giving less points in auction, now we know it).
