Carcasonne does not ask to play a meeple?

Before I report this as a bug - has that happened to anybody here?
You place a tile, confirm the placement, and then, wham, next player. No chance to place a meeple, no question if you might not want to place a meeple. Just next player.
It happened not to me, but a friend. She's a standard player. She played against a premium player, and only for her the meeple placement was skipped sometimes.
