I have a question. I know my wife and I can hot seat on one computer, but can four people play a game together on two computers in two different locations, two people per computer, with two premium accounts?

I don't believe so.

Hotseat mode is done at table creation. The premium member creating the table saves a place for the hotseat player, who is at the same computer. There would be no way for the other member to save a spot on their computer.

As an alternative, though, you might want to consider different browsers on the secondary computer. So, computer A has the premium member (player 1) set up the table, and reserve a hotseat for the other player at that location (player 2). Computer B has player 3 log in under Chrome, and has player 4 log in under Firefox. Since computer B is running two different browsers, BGA should believe it is two separate connections (although it will recognize them being from the same IP). Since you have a premium member setting up the table for the hotseat the same IP ban is lifted, so it shouldn't be a problem.
