this marker is first put on the option by the card "Long distance trader". The game goes on and the markers are used up. No marker available and I have to discard one. Then It happens.

yes there is a limited number of markers in the game per player (x25). only certain markers maybe discarded when you run out.

it's suppose to rarely happen, but it does happen at times.
