Hi,
I have an regular account and logging in.
My friend who is at my house but using his cell phone data to log in still cannot play.

It says same location but the ip address is very different.

Why is there a restriction when using different IP addresses?

Cell phone ip 209.173.x.x
my home 99.243.x.x

If your friend has ever connected to your wifi, most phones will automatically reconnect.

Some tips:
Verify that wifi is not connected by explicitly turning it off on the phone or (if you have the tech knowledge for this) going into the router settings and refusing that connection.
Turn the location setting off on the phone. It shouldn't affect anything, but from what you've said, different IP addresses shouldn't affect it either.

(Silly plug -- of course, one of you could go premium to remove that restriction... )

He's definitely not on my wifi nor has ever been.

I've actually had this issue at some other friend's house also but I was using my cell data.

OK, this is a tech issue beyond me, and it will need one of the admins to respond.

I have the same issue. I am trying to play with my friend who is in Toronto while I am in Montreal 300 miles + apart.... Can you fix this issue please !
